Job Description Description: In support of assigned programs, acquire supplies and services based on program specific requirements and specifications. Develops requests for proposals (RFPs) in accordance with specifications, statements of work (SOW) and applicable terms and conditions. Reviews subcontractor proposals and develops evaluation criteria. Negotiates subcontract agreements to include contract type (FFP, T&M, CPFF, CPAF), price, work scope, delivery and terms and condition. Works with Legal counsel to resolve exceptions to terms and conditions. Prepares and maintains electronic subcontract agreement files. Utilizes various approved techniques to conduct price analyses in order to establish reasonableness of pricing proposed. Negotiates additions, deletions, or modifications to subcontracts. Conducts subcontractor due diligence to determine viability and financial stability. Presents subcontractor status to the program manager and functional stakeholders during program reviews. Resolves invoicing issues. Manages relationships with assigned subcontractors. Responsible for complying with company purchasing policies and procedures.
The successful candidate must be a team player who will be able to communicate effectively with internal and external stakeholders at all levels, build mutually beneficial relationships, be willing to advance their knowledge of procurement compliance, and proactively adopt best practices and support new business pursuits and proposal activity. Additionally, will develop solutions to a variety of problems of increased scope and complexity.Required Education, Experience, & Skills
- Understanding of enterprise resource planning (ERP) systems (prefer Oracle)
- Excellent communication skills (written and verbal)
- Excellent organizational skills (document folder management)
- Experience with negotiating standard terms and conditions
- Familiarity with defense aerospace industry & regulations and the understanding of the role of Procurement and Supply Chain Management
- Understanding of the subcontractor RFP and proposal evaluation process
- Experience with subcontract administration or procurement related activity
- Knowledge of FAR and DFAR regulations and of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)
- Proficient with Microsoft Office Suite (Microsoft Excel, Word, PowerPoint and Outlook)
- Familiarity with basic Contracts and Business Law
- Ability to exercise discretion and independent judgement

Preferred Education, Experience, & Skills
- Understanding of electronic purchase order filing systems
- Familiarity with Proprietary Information Agreements (PIAs) and Teaming Agreements
- Familiarity with End User License Agreements (EULA’s)
- Experience in supporting new business proposal activity
- AA degree with 4 plus years of relevant experience
- BA/BS degree with 2 plus years of relevant experience
- Ability to obtain a top secret security clearance
