As a Senior Subcontract Administrator, you will:
Solicit and evaluate proposals, negotiate and prepare complex subcontracts, monitor subcontractor performance and document subcontract files in accordance with established Procurement Policies and Procedures.
Identify potential sources for required materials or services, and develops and issues Requests for Proposals (RFPs).
Receive, review, and negotiate, subcontractor proposals. Manages the sources selection process by leading the proposal evaluation team in fact finding, technical evaluations, and cost/price analysis. Negotiates subcontract terms and conditions including estimated cost/price, delivery, quality and performance requirements.
Develop and negotiate required special terms, conducts independent cost/price analysis as needed. Documents the entire negotiation process.
Develop the subcontract document; review it for compliance with Government, Corporate and Company requirements; and obtains management approval prior to issuance to the subcontractor.
Support the subcontract administration team from award through completion to ensure compliance with all terms and conditions, including price, schedule and quality.
Coordinate and participate in subcontractor surveys and program reviews. Reviews and monitors payments, commitments and funding status. Negotiates subcontract changes and responds to all formal subcontract inquiries and issues. Provides subcontract status as required.
Develop, negotiate, and issue teaming agreements, non-disclosure agreements, and memorandum of understanding.
Provide subcontract advice and counsel to program managers, engineering personnel and other related functions such as finance, quality and contract administration.
Enter administrative and financial data on subcontracts into various subcontract databases.
Perform subcontract closeout.
Serve as subject matter expert for sub contractual matters under the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
Required Education, Experience, & Skills
Bachelor Degree plus 4 years of relevant work experience or equivalent experience
Communicate effectively both orally and in writing.
Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers;
Utilize computer skills to prepare appropriate reports and documents- Microsoft Office
Make decisions using sound judgement while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.
Develop/demonstrate research and presentation skills.
Ability to prioritize and multitask.
Excellent organizational and follow through skills.
Ability to perform price analyses.
Knowledge of DoD contracting
Knowledge of FAR/DFAR
Preferred Education, Experience, & Skills
Experience with DCMA
Working knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation).
