Job Description BAE Systems Combat Mission Systems (CMS) is hiring a Proposal Manager responsible for the management of activities and staff associated with the development of proposals in response to Government solicitations. As a Proposal Manager you will operate independently to develop proposal outlines, compliance matrices, proposal schedules, and provide leadership and direction to cross-functional teams assigned to work proposal efforts; ensure proposal response is compliant, compelling, and completed on schedule; partner with Capture Managers to ensure opportunity strategies, solutions, themes, and discriminators are woven into proposal response; and ensure proposal is completed and delivered to Government within prescribed time periods. You will also manage a team of Proposal Analysts to grow and develop their skills in support of proposal activities. Additional compliance to BAE System’s LCM phases 0 – 1B is required, including developing integrated proposal schedules with phase reviews, bid status reviews, and technical bid approval.
- This position can be based out of a major CMS site including, Sterling Heights, MI; Minneapolis, MN; or York, PA. Consideration may be made for other CMS sites.
- This is a Hybrid Onsite/Remote role where you will work onsite on average 3 days a week and remote 2 days a week, based on business needs.
- This position will involve 25% of travel, there may be times when more travel is required based on business needs.
Responsibilities:
- Independently manage highly complex proposals involving the design, engineering, implementation, deployment, and sustainment of complex Combat and Weapons System solutions across the US Department of Defense market.
- Develop all proposal development materials including but not limited to proposal outline, compliance matrix, proposal management plan, proposal kick-off meeting materials, storyboard and writing plans.
- Support development of Proposal Strategies and ensure they are incorporated into the Proposal Response documents.
- Ensure win strategies and themes are effectively presented in storyboards (or annotated outlines), drafts, and final volumes.
- Review proposal sections developed by members of proposal teams providing guidance and recommendations, editing sections as appropriate.
- Work with Volume Managers to ensure compatibility between proposal volumes.
- Provide training, direction, and guidance to proposal team on all aspects of proposal development, including theme, text, and graphics development.
- Review all outlines, storyboards, text, and graphics for clarity, conformance, consistency, and completeness.
- Review and analyze solicitation and related documents ensuring final proposal product is compliant and delivered on schedule.
- Support process improvement activities by serving as participant on tasks assigned.
- Interface with Business Development, Capture Management, Engineering, Program Management, Contracts, Security, Supply Chain, and other stakeholders for proposal related activities and to communicate proposal scope of work.
- Manage and mentor Proposal Analysts by teaching them good proposal management techniques and ensuring they adhere to CMS processes and procedures.
Required Education, Experience, & Skills
- Ability to obtain a United States Department of Defense (DoD) Secret Security Clearance
- Ability and willingness to accommodate 25%-50% of travel based on business requirements
- Bachelor's Degree and 10 years work experience or equivalent experience
- Experience in Proposal Management in Department of Defense (DoD)
- Experience in Leadership with the ability to train, mentor, and develop team
- Ability to support competitive proposals
- Ability to ensure compliance with regulatory requirements
- Ability to work cross-functionally in fast-paced environment and deadlines
- Ability to support process improvement initiatives
- Effective planning and organizational skills
- Strong writing and editing skills
- Excellent communication (verbal and written) skills
- Proficiency in Microsoft Office
Preferred Education, Experience, & Skills
- Active DoD Secret Security Clearance
- Professional Certification
- Experience in SharePoint
Pay Information
Full-Time Salary Range: $132000 - $224400
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
