Job Description Job Overview and Key Responsibilities
Lead and oversee end-to-end procurement operations for critical materials and services within a highly regulated, predominantly DoD environment. Accountable and responsible for cost, schedule, quality, technical, financial salients, and regulatory compliance.
The successful candidate will lead and proactively manage a team of procurement professionals at various experience levels in proposal preparation, negotiations, contract award, supplier management, and execution to meet business requirements. He/she will develop and maintain professional and dependable relationships with both internal stakeholders and external partners. Responsible for procurement compliance, cost/price analysis, and continuous improvement initiatives to optimize supplier performance. Manage all material deliveries in accordance with MMAS requirements.
Among other responsibilities, the successful candidate will do the following.
Sourcing and Supplier Management
- Develop and implement sourcing strategies.
- Identify, evaluate, and qualify suppliers to satisfy technical, quality, and cost requirements.
- Negotiate contracts, pricing, and terms to maximize value.
- Cultivate and sustain strong supplier partnerships.
Procurement Operations
- Manage the procurement lifecycle—from requisition to order placement to delivery tracking to warranty and closeout.
- Collaborate with engineering, quality, finance, and production to align procurement actions with project timelines and material budgets.
Ts and Cs, Compliance, and Regulatory Oversight
- Lead Ts and Cs negotiations.
- Ensure adherence to regulations including ITAR, FAR, DFARS, EAR, and DPAS
- Maintain audit-ready procurement documentation and support audit processes.
Transition Management
- Lead procurement during product transition phases t support scalability, manufacturability, and cost-effectiveness.
Supplier Performance and Risk Mitigation
- Monitor and evaluate supplier performance, and align KPIs with program- and enterprise-level objectives.
- Identify and qualify alternate suppliers to reduce single-source risk and enhance resilience.
Continuous Improvement and Process Enhancement
- Implement best practices in sourcing, cost reduction, and risk mitigation.
- Drive process improvements leveraging tools such as ERP/MRP systems.
Required Education, Experience, & Skills
- Experience in a large, complex multifaceted electronics design & manufacturing environment
- Familiarity with defense aerospace industry & regulations and the understanding of the role of procurement in complex industries.
- Experience leading major procurement efforts in a Department of Defense (DOD) contracting environment.
- Knowledge of FAR and DFAR regulations and the nature of flow down requirements.
- Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)
- Understanding/knowledge of CPSR audits and requirements.
- Comprehensive understanding of subcontractor solicitations and bid analysis/process.
- Strong working experience developing and implementing category / commodity strategies across a broad range of Electrical, Electro-Mechanical and Mechanical technologies.
- Demonstrated ability to resolve contractual and performance issues with suppliers.

- Bachelor's Degree in related discipline and 8 years or more of directly related work experience preferably in a government-contracting environment.

Pay Information
Full-Time Salary Range: $105835 - $179920
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
