Job Description BAE Systems is looking for a senior and experienced Chief Engineer to join our team that is pursuing the shaping and capture of the Missile Defense Agency (MDA) Ground-based Midcourse Defense (GMD) Weapons Systems Integration (WSI) contract. The Chief Engineer will be responsible for developing the technical solution for the GMD WSI proposal, incorporating and synthesizing a wide range of complex inputs from BAE Systems and its teammates. He/she will architect the enterprise ecosystem for BAE Systems WSI offering aligned against the overall capture strategy. The successful candidate will have day-to-day responsibility for the WSI’s technical vision and ensure that it is synergistic with management, cost, program transition, and other considerations. He/she will be BAE Systems recognized expert / advisor for both I&S, Inc., customers and teammates on the technical aspects of our GMD offering. He/she will work closely with the IDS Executive in Charge of the GMD WSI capture, the Bid-Program Manager, and the Senior Director for Huntsville Operations to develop the winning proposal.
The successful candidate will have previous significant experience with major missile defense programs and MDA. He/she will have a detailed understanding of the technology in the MDA’s Battle Management Command, Control and Communications (BMC3), Ground-Based Radars, Sea-Based Radars, Ground Support & Fire Control Systems and interceptor elements. He/she will also have previous professional experience with the architectural design of the Missile Defense System (MDS) as well as technology insertions. The successful candidate must have the ability to act independently to uncover and resolve issues associated with the development and implementation of the GMD WSI’s technical approach. The Chief Engineer’s findings, recommendations and/or decisions will have an extensive and direct impact on the GMD proposal development process and the subsequent win/loss. As such, erroneous recommendations will result in potential delays and modifications to the proposal operations; cause substantial expenditure of additional time, human resources and funds; and jeopardize the creation of a winning proposal and contract transition from the incumbent contractor to BAE Systems.
It is preferred that the successful candidate reside in the Huntsville, AL area. However, relocation is not required, and remote work with intermittent travel is possible. Upon successful capture of the GMD WSI contract, the candidate will transition to a program execution role, serving as a critical resource for architectural assessments of the MDS relative to MDA’s SEI&T priorities for GMD in Huntsville, AL.
The Chief Engineer Will:
•Have day-to-day responsibility for the development of BAE System’s GMD WSI technical vision.
•Design the technical solution of BAE System’s GMD WSI offering, identifying applicable company-wide and teammate capabilities and resources that can be brought into the WSI proposal as discriminators.
•Develop information which extends knowledge for BAE Systems GMD WSI offering from both newly developed concepts, theories and products, as well as existing BAE Systems core capabilities
•Serve as the technical volume lead of the GMD WSI proposal.
•Participate in senior level gate/phase reviews as the GMD WSI technical authority.
•Lead / support customer engagements with MDA decision-makers, stakeholders and influencers around BAE Systems technical offering.
•Have previous experience working for MDA in an engineering, program management or technology development role.
•Possess an in-depth understanding of the MDS and the various C2, Sensor, and effector components.
•Upon successful contract award, he/she will lead the technical transition from the incumbent contractor to BAE Systems and will be the chief technical authority for the WSI effort. He/she will establish the operating policies and procedures for all technical aspects of the GMD WSI offering
•Develop budgets, schedules, and performance standards for all technical aspects of GMD WSI implementation.
•Identify additional C4ISR opportunities for BAE Systems in the missile defense and adjacent emerging operational areas; support functional BD personnel in the qualification of new opportunities.
Required Education, Experience, & Skills •Masters of Science in Engineering or a related science discipline.
•15 years of progressive program management and/or engineering leadership experience.
•Previous professional experience working for MDA in either a program management, engineering, or technology development role.
•Deep understanding of MDA organization, programs, priorities, and initiatives.
•Proven past performance participating in the development of winning proposals.
•Demonstrated success in being able to work across programs and/or organizations to achieve common goals.
•Able to work independently, demonstrate strong initiative, and organize all tasking with minimal supervision.
•Possess strong communication skills (oral and written) as well as the ability to interact with team members, external SMEs and consultants, and various levels of customer and internal leadership and management.
Preferred Education, Experience, & Skills •PhD in Engineering or physics.
•Project Management Professional (PMP) Certification.
•Former operational experience with missile defense systems.
