This position will require Facility Security Officer (FSO) and Contractor Program Security Officer (CPSO) responsibilities, to include managing all aspects of the National Industrial Security Program (NISP) and ensuring the requirements of the National Industrial Security Program Operating Manual (NISPOM) and Special Access Program (SAP) Manuals are implemented and compliant at our Fort Worth, Texas Facility. Management of this site will include compliance of government regulations and standardization across Electronic Systems BAE Systems facilities. Please note that pursuant to a government contract, this specific position requires US citizenship status.
Because of the need for consistent, in-person collaboration and/or the requirement to perform all work onsite due to the nature of this particular role, it will be performed full-time on site.
This means work will be conducted on location at a BAE Systems facility 100% of the timeRequired Education, Experience, & Skills •Active Top Secret (TS) Clearance
•Previous experience as an FSO and CPSO or Department of Defense Security Manger
•Completion of FSO Program Management for Possessing Facilities Curriculum
•At least 8 years of Security experience
•Experience managing others
•Budget experience Responsibilities include, but are not limited to:
•Manage a local team of security professionals to include physical security and IA security staff
•Interprets policy, develops and implements
security plans and procedures
•Support Customer visits to include Security Vulnerability Assessments
Provides security guidance to company personnel advises Security Director and Senior Management
•Conducts investigations of non-compliance issues and reviews all security violations
•Submit all reports to CSA to include: Adverse Information, Suspicious contacts, and reports of Loss, Compromise or Suspected compromise
• Conducts security briefings to include, new hire orientation, refresher training, SSA training, and program specific security briefings
• Responsible for the compliance of Security Practice and Procedures (SPP)
•Ensuring Closed area requirements are met and ultimately certifying physical construction paperwork
• Knowledgeable o n International requirements to include: Government to Government shipments, Foreign Visitor requirements and Export
compliance
•Participate with the local Crisis Management Team
•Support local Site Executive with security related issues relative to the site to include DCSA government inspections, employee training, data calls, site visits and physical security.
•Maintain physical security systems, contingency and emergency plans
• Review and manage all site specific DD254’s to ensure contract compliance
•Conducts Self Inspections as required
•Complete Quarterly Scorecards, as required
CPSO Skills
- Interpret and enforce government and company security policies and provide direction and guidance to program personnel.
- Interface with program managers and maintain liaison with US Government Program Security Officers.
- Provide prime/subcontractor security support and direction including the development and maintenance of DD254's and security guidance.
- Develop and revise program level security plans, procedures and instructions.
- Provide classification guidance to employees, develop and provide security education and awareness training, conduct security briefings, lead security self-inspections and audits, and investigate security incidents.
Support to other security disciplines within the SAP program to include: Personnel Security, Physical Security, Information Assurance (IA), Communications Security (COMSEC), Document Control and Visitor Control. Candidate must be able to respond to after hour alarms on a rotational schedule.
•Active Top Secret Clearance
•Experience with Office software suite, and SIMS
•Excellent communication skills; both oral and written
• Knowledge and experience with classified programs
• Decision making and reasoning skills
• Knowledge of contractor operations, system, physical technical, and personnel security requirements; working knowledge of the National Industrial Security Operating Manual (NISPOM) 32CFR Part 117 and other related security manuals
• Familiarity with COMSEC
•Completion of NSA COMSEC Manager course
•Knowledge on multiple Key loading devices (SKL, DTD, RASKL) STE and ViPer phones
•Knowledge of the NSA 3-16 manual and CNSSI manuals 4001, 4003, 4004.1, 4005Preferred Education, Experience, & Skills • Bachelor's Degree
