BAE Systems is seeking a relationship building guru with dynamic interpersonal skills and SME level Contract Management skills. Position reports to Contracts Director and works closely with Strategic Contract Director.
Senior level individual contributor leading various complex contracting assignments and may specialize in one or more specific areas of contracting.
Lead proposal teams. Provide analysis of solicitations, assure that bid/proposals are prepared and presented in a manner so as to afford the Company the greatest opportunity to obtain the contract award while minimizing associated liabilities and risk, support independent proposal reviews (Red Teams, Phase Reviews). May participate as an assessor in the Phase Review Process.
Develop solutions to complex contracting issues, which require the regular use of ingenuity and innovation. Ensure solutions are consistent with organizational objectives.
As the business grows this position will transition from an individual contributor role to a managerial role Directing and leading a team of Contracts personnel within a Business Unit. The position may require leading complex contracting assignments or specializing in one or more areas of contracting. Develop and maintain professional and dependable relationships with both internal and external customers.
Lead and influence at the appropriate application of current Commercial/Contracts functional directives, procedures, and other relevant company policy and processes.
Champion the Life Cycle Management (LCM) process and has total functional responsibility under the appropriate delegated authority for themselves and their team.
Provide guidance to the function and the business on complex internal governance issues.
PRIMARY DUTIES AND RESPONSIBILITIES:
Supports proposal team: Assigned proposal activities including, but not limited to, analyzing solicitations and preparing summaries based on the analysis, with attention to the financial and business risk of the proposed effort; participating in all proposal team meetings; preparing terms, conditions and assumptions for the proposal; reviewing technical and pricing proposals for accuracy and consistency; and preparing proposal documents for internal bid approval review and submittal to the Customer.
Research contract language and provide guidance on complex terms and conditions to lower level Contract Administrators or Contracts Director.
Review cost and price proposals as assigned to ensure they are prepared and submitted in strict accordance with applicable laws, regulations, contractual provisions and Company policy.
Coordinate with other Company functions as required ensuring that (1) appropriate reviews are scheduled and conducted, and (2) required review and approval signatures are obtained before submittal of proposals or execution of contractual documents.
Assist team in the negotiations and other activities such as fact-finding and audits, required to obtain contracts or orders, and auxiliary agreements (e.g. Proprietary Information Agreements and Teaming Agreements). Negotiate routine contracts and changes commensurate with experience and demonstrated competence under the specific guidance of the higher level Contract Administrator or Contracts Manager.
Act as the primary point of contact between the Company and the Customer for all contractual matters on assigned contracts. Draft, prepare, and execute certain internal and external correspondence on contractual/program matters, under review by upper level Contract Administrators or Contract Managers, commensurate with experience and demonstrated competence.
Administer all aspects of assigned contract processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements and other commitments.
Compile and maintain all required contractual records and documents in accordance with contract requirements and Company policies and procedures. Serve as the official repository for all contractual documentation and correspondence relative to assigned contracts.
Participate in final stages of assigned contract by (1) verifying completion of all commitments, and (2) performing assigned activities associated with Contract Closeout.
As the business grows this position will transition to a managers role that will guide, directs and evaluates the activities of contract personnel involved in bid/proposal efforts, and the negotiation and management of contracts to assure compliance with company policies and procedures.
Selects, trains, develops and reviews performance of subordinates. May serve as lead instructor of a training program.
Maintains an in-depth knowledge and working understanding of the U.S. Government Acquisition and Procurement environment, BAE Systems and functional Contracts Department policies and procedures, commercial contracting methods, export FAR/DFAR and other government regulations.

Establishes and manages negotiation strategies and financial requirements, perform business risk assessment and recommend mitigation plans, conduct negotiation of contracts requiring a high degree of negotiation expertise, execute proposals and contracts to the threshold delegated.
Prepares contract summaries, and provide management with complete, current and accurate data by reporting progress on contract activity, together with recommendations for management action/decision.
Fosters and maintains sound and reliable relationships with counterparts in customer organizations.
Demonstrates specialized knowledge in an area of contracting such as, but not limited to international contracting, certain contracts types, commercial contracting, joint ventures, strategic alliances and intellectual property.
Contributes to the development of new concepts, techniques, and standards, provide market intelligence and development of market strategies for the business organization and the Contracts function, provide input for the overall objectives and goals for the organization for the business organization and the Contracts function.
Leads, develops, maintains and is accountable for direct and indirect reports.
Works with Program personnel and other Company functions as required on tasks that routinely affect quality, timeliness of results, planning and revenues or budget. Frequently sets policies and procedures. Interfaces regularly providing advice and counsel on contractual and business matters to senior management at the assigned Business Area, Sector or Company level. Develop and maintain professional and dependable relationships with internal customers.
Frequently has outside contact with Customers at higher levels or with persons of influence. Must be a skilled communicator who influences and shapes the image of a complex Business arrangement. Develop and maintain professional and dependable relationships with external customers.
Telework 1-2 days/week and alternate 9/80 work schedule may be available
Required Education, Experience, & Skills
- Bachelor's degree
- Deep understanding of the US Government Acquisition and Procurement process, the BAE Systems Contracts function, relevant Company policies, procedures, FAR/DFAR, commercial contracting methods, and other government regulations.
- Communicate effectively both orally and in writing;
- Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers;
- Make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations;
- Demonstrate research and presentation skills.
- In-depth knowledge of federal procurement regulations, export compliance, with an emphasis of Department of Defense.
- Broad knowledge of economics, accounting, finance, procurement, cost/schedule control systems, business law, and the ITAR.
- Proven ability to negotiate and persuade, to communicate orally and in writing at all levels.
- Ability to plan and organize work, and to develop and lead professional and support personnel.
Preferred Education, Experience, & Skills
- Those with NCMA, DAWIA certifications will be given preference
- Advanced academic degrees, Masters, JD, MBA are preferred
