Job Description Responsible for leading development of labor and material basis of estimates (BOEs) to support proposal solution development. Ideal candidate will be adept at working with Program Managers, Capture Managers, Solution Architects, and SMEs to develop initial Work Breakdown Structures and full development of BOEs aligning to the win strategy.

Ideal candidate will be adept at working with Program Managers, Capture Managers, Solution Architects, and SMEs to develop initial Work Breakdown Structures and full development of BOEs aligning to the win strategy.
- Lead development of labor and material basis of estimates (BOEs) in response of Government solicitations
- Review and analyze RFP documentation and develop Work Breakdown Structures using Performance Work Statement (PWS) and Statement of Work (SOW) requirements
- Identify applicable labor categories and develop labor category descriptions including education and experience requirements
- Work with proposal and technical teams to develop initial labor and material estimates, including labor categories and staffing levels.
- Identify relevant programs and data to support development of justification and rationale for the estimates.
- Coordinate with Solutions Architects to align the technical solution with the labor and material approach in each BOE
- Determine BOE alignment with the WBS, allocate requirements to appropriate BOEs
- Develop BOE content including task descriptions, assumptions, and estimate rationale
- Develop models to support analysis, reporting, and summaries for management review and proposal volume content
- Work with engineering to develop bill of materials, including vendors and part numbers, to support request for quotes
- Interface with the pricing organization to provide the labor and bill of material information required for price development
- Support senior leader reviews of proposal and pricing artifacts.
- Bachelor’s Degree in Engineering, Finance, Business Management, or related field
- 8 years of experience with 4 years in proposal development
- Familiarity with Government RFP structure and content, and analysis of RFP requirements
- Familiarity with Government contract types, e.g., CPAF, CPFF, FFP, etc.
- Familiarity with components of price development including direct labor rates, indirect rates, and fee
- Proficiency in mathematics, statistics, and data analysis
- Proficiency with report writing and strategic planning skills
- Expertise with analytic tools including Microsoft Excel
- Excellent analytical skills and attention to detail
- Excellent written communication and interpersonal skills

Preferred Education, Experience, & Skills
- Security Clearance or willing to be sponsored
- Technical certification and/or years of experience can be considered in lieu of a degree
Pay Information
Full-Time Salary Range: $147300 - $250400
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
